01/09/23 Welcome and Introduction
Summary of Discussion:
PW welcomed all to the meeting. JB explained that RR had taken over from Helena Stubbs at RAD.
02/09/23 Apologies and Expressions of Interest
Summary of Discussion:
Apologies from Ian Webster (IW), Ben Wilson (BW) and Jess O’Dwyer (JOD) were received and
accepted. Jenny Cooper (JC) was absent. There were no expressions of interest.
03/09/23 Minutes of Previous Meeting dated 28th June 2023 (AGM)
Summary of Discussion:
The minutes were accepted as a true record of the meeting. It was agreed that listing actions from
the meeting at the end of the minutes was helpful.
04/09/23 Matters Arising
Summary of Discussion:
Bugle at Memorial Service – IW was not present to answer this question. We do not have a date
yet for a service. PW to ask Carol.
Hartington Middle Quarter Parish Council (HMQPC) – JB asked whether they would be able to
help us with the cost of a Written Scheme of Investigation (WSI) as outlined in our planning
permission conditions. If we do need funds from the parish council, we will need to let them know
how much as soon as possible as they will need to discuss this at their December meeting.
Newspaper/News and Views article – we submit an article about the hall and our progress to each
edition of News and Views. Our most recent article asked local people to volunteer to help us in
whatever way they could e.g., building work, fundraising etc. There has been no response.
Committee members are to read the papers for the meeting and submit comments if they are
unable to attend that meeting.
05/09/23 Bank Account
Summary of Discussion:
We are still in need of a treasurer. JOD is doing both the clerk and secretary jobs.
Our current balance is £2048.92. The only payment that has been made since the last meeting is
£112 to Norris and Fisher for Trustee Indemnity Insurance.
06/09/23 Funding
Summary of Discussion:
We have not applied for any funding recently as we are waiting to hear from the Charity
Commission about a charity number (which will allow us to apply for funds from a wider selection
of funders) and we are waiting to hear about our planning application to improve access to the
hall.
07/09/23 Fundraising
Summary of Discussion:
100 Club – the committee agreed to continue the 100 Club. JC and RD are going to do the Sept
draw next week. They have already had requests for certain numbers for the coming year. RD to
put an advert on Facebook. JOD can email an advert to the mailing list. The 100 club is on the
website. Winners are printed in the News and Views newsletter.
A separate meeting will be arranged to discuss future fundraising.
08/09/23 Charity Commission (CC) and Rural Action Derbyshire (RAD)
Summary of Discussion:
Reapplying to be a charitable trust – JOD has reapplied for The Pomeroy Trust to become a
registered charitable trust. The CC were hoping to get back to us by 6th October, but this has been
delayed until 27th Oct.
Wetton and Bradwell village halls – Both halls are primarily used as a community facility. The halls
are only let for accommodation or as a tea room for a specific number of days per year.
Applying to be a CIO without a solicitor – this may not be necessary if our appeal to the Charity
Commission is successful.
09/09/23 Planning and Research into Restrictions
Summary of Discussion:
Some of our committee met in August at the hall with DCC Development Control, DCC Highways
and the DCC Cabinet Member for Highways Assets and Transport. Development Control told us
after the meeting that, in view of the recent consent for the refurbishment of the building and
associated community use, the Highway Authority would look more favourably upon a
further/revised application associated with the site to formalise and widen the vehicular access
and provide on-site parking similar to the original application (NP/DDD/0222/0233). The Pomeroy
Trust Committee will re-submit the original plans to widen the gateway and resurface the verge
crossing.
Septic tank – PW has mown the field and found a hollow. We are now looking into whether we
could have an above-ground septic tank.
10/09/23 Groundwork
Summary of Discussion:
PW has mowed the grounds and both PW and IW removed the overgrowth from the car park.
PW has not yet located the stop tap.
JB has been looking into the types and prices of memorials. PW noted that we are not sure if any
names on the Earl Sterndale memorial for the second world war are from Pomeroy and Sterndale
Moor.
Chimney stack and Ramp – PW had previously said it might be possible to start work on these jobs
without the need for a builder. It was decided to wait until the Charity Commission decision.

Summary of Discussion:
SW to design a poster to recruit volunteers.
12/09/23 Correspondence
Summary of Discussion:
JB and PW have not heard anything about the next village hall support group meeting.
There has been no further contact from Castlecatt village hall. They were going to come over here
from Northern Ireland in June to see how we were managing things.
We might not need the help of a planning consultant, Nicole Roe, now that Highways are not
going to object to our plans to improve the access to the hall.
